House rules for Ben Knight's Seven Seas to Victory 1993 Most of these house rules are simply due to particular rules being re-used from Ben Knight's earlier Victory at Midway - all of these rules refer to capabilities and constraints that would be just as evident in this game. 1. All damage in surface combat is applied at the same time. (The assumption that battleships would open fire first in surface combat, especially at night, does not fit in with any of the historical battles - maneuvering and target identification always meant that escorts would get into the fight at the same time. The change might have the result of making things harder for the Allies though. The argument that defending ships fire first also makes no sense - it's true that part of an approaching ship's guns would be masked but the advantage for the defenders in the game is ridiculously strong. Alternately, one could try this dampened version of the original rule: defending two-step battleships fire *once*, in the second stage all ships fire and the ships that have fired in the first stage fire a second time.) 2. Airstrikes against land targets should be launched before search results are announced. (As in Victory at Midway; this is a great way of simulating the need to load different types of ordnance.) 3. It should be possible to use bomber units for search missions. Place the unit on a hex within range and declare an air search. 4. Mark ships that have just engaged in surface combat as fatigued. Their surface strength is lowered by 1 till noon the next day. 5. Mark ships that have engaged in surface combat as low on ammunition. Their surface strength is lowered by 1 till they spend 3 turns in a friendly port. (Ships simply could not go on firing forever. In fact one could argue that the value should be reduced by 1 for *every time* a ship was involved in surface combat. You really need to get into a port to be able to replenish ammunition. I note that this rule might counteract the balance shift caused by rule 1, since the Allies have more ports in the vicinity.)
