NO control system is Guaranteed stable for every system in the world full stop.

i.e. PID may be unstable it depends on the system!!!!!!!!
so is fuzzy.

It also depends on the rules that are put in. Therefore if you have a tank
with a valve allowingliquid in and the level is near the top, if
a FL rule then says to open the valve I wonder what might happen???

Therefore the answer is simply that it all dependents on the system.
