MIQ - Measures for Machine Intelligence Quotient

MIQ sounds to be one of the most distinguished capability and quality
factors among the 2000 year products (machinery, e-business, WEB based
applications, computers...). How much MIQ has been embedded to a product may
be the main reasons for customers making a choice for that product. Looking
for a standard measurement of MIQ, I ask the following question:
- Is there any defined standard for measuring in a quantitative way the
Quotient of Intelligence of a Machine ?
