Who invented rule weights?

Hi,

I have one simple(?) question:
Who used rule weights in fuzzy systems for the first time?
Was it Kosko using them in his FAMs? Therefore, would it be correct to
call every fuzzy system with rule weights a FAM?

Thank you for your answers.
