This question is somewhat ill-posed, in my opinion. Neural nets and
fuzzy logic today are simply a catchall term for a wide variety of
pattern recognition techniques, each with their own plusses and minuses.
Some do things that other techniques (mixture models, HMMs) don't
easily, and vice versa.

It is of course possible to build new psychoacoustic models using
these techniques, but I don't think the techniques in themselves
provide any great advantage. More progress comes from actually
understanding the psychoacoustics and doing good fundamental
research on the masking models that are appropriate.
