I --think-- L.X.Wang is the guy behind FUZZY 'basis function' nets. Try the
Ph.D/book "Adaptive Fuzzy Systems and Control - Design and Stability Analysis"
(on Prentice Hall). For some details look up L.X.Wang and J.M. Mendel : "Fuzzy
Basis Functions, universial approximation and orthogonal least-squares
learning", IEEE Trans. on Neural Networks, vol 3, no 5, pp 807-814, 1992.

BTW: Kosko have done some discussion on if it is correct to call them basis
functions. Anyone who knows where I can find this paper?
