face recognition - NewbieQuestion

Hi everybody,

i would like to use some NN and/ or fuzzy algorithms evaluating a image
taken by a digital camera.
What I would like to achieve is to separate the head inclusive hair (if
there is long hair) from a person in order
to assign the remaining head to another image.

The task which has to be done is the following one :
1.) First step might be done by a technique which is called chroma keying
(provided that the background is blue, you can keyout the blue, getting the
shape of the entire person)

2.) Which leads us to the task of some intelligent software. It should
realize that, whatever is on the top of that
- what we know are shoulders - is my target area.
2a.) The trickiest would be to realize, where the face lower margins are...
(chin and hair)
You might avoid this problem by let the person wear sort of a blue dress and
keyout that as described in Step 1,
but I'm sure there is a software solution, since programs can evaluate the
identity of person by now...
and I would like to learn more about the opportunities of image evaluations
by advanced technologies like fuzzy and the NN-Tech's.
What approaches are appropriate to do this?

How can I transfer these approaches in some programming language like Visual
C++ or Visual Basic?

Is there anywhere another newsgroup or links in the internet, which covers
that subject better?

Any suggestions how I might solve that issue is appreciated !
