Question on Operations on Fuzzy Set

Hi,

I get some confuse about the operations on fuzzy set. For example:

There are two fuzzy variables, "Importance", "Probability". Each of them
with 5 fuzzy set, e.g. "Not important, little important, important,
very important, highly important". And " Very low, low, moderate, high,
very high".
Can I still apply fuzzy operation (addition, multiplication,etc.) (e.g.
"high x little important" ) if
1: both based on same scale (e.g. U(Importance)= U(Probability) =
{0,1,2,3,4,5,6,7,8,9,10}, or
2: univeral set of them not equal.
