            It sounds like your question is about "Linguistic
    Approximation." A few people have worked on this. I am most
    familiar with the work of Fred Wenstop circa 1980. I have
    some computer code in the language j that implements his LA
    system and am drafting a few paragraphs to describe his
    algorithm this week. I can send you either a little later.
